Hiring regulations: Waadi, liability & G-account

When you hire temp staff in the Netherlands you are legally co-responsible for wage tax, premiums and working conditions. This guide explains how to stay compliant — and which 4 checks every inlener should run before the first shift.

Waadi

Mandatory KvK registration for every staffing agency. Verify before hiring.

NEN 4400-1 / SNA

Independent audit on tax compliance. Mandatory for low-risk hiring.

G-account

Pay 25% of each invoice into G-account to shield from liability.

The 4-check inlener protocol

  1. Waadi check (KvK): Search the agency's KvK number in the Waadi register. Status must read "actief / mag ter beschikking stellen".
  2. SNA / NEN 4400-1: Verify on normeringarbeid.nl. Look up the agency by name — green checkmark = current certification.
  3. G-account: Request the G-account number. Pay 25% (or the prescribed share) of every invoice into this account.
  4. Quarterly statements: Each quarter request a verklaring betalingsgedrag from the agency, confirming all wage tax and premiums are paid.

What happens if you skip these?

The Belastingdienst can collect unpaid wage tax and premiums directly from you, often years after the fact. Additionally the Nederlandse Arbeidsinspectie can impose fines from €8,000 per worker for hiring from a non-Waadi-registered agency.
